Engagement rate looks like a universal measure because it is expressed as a percentage, and percentages feel comparable by nature. This one is not, and the reason is visible as soon as you write the calculation down.
Engagement rate is interactions divided by an audience figure. To compare two platforms, both halves have to mean the same thing on both. Neither does. The interaction types a platform reports are a product decision, and the audience figure might be plays, unique accounts reached, or followers, depending on where you are and on who built the formula.
The result is that a cross-platform engagement comparison is usually measuring the platforms' reporting conventions rather than the audience's behavior. That is a real finding, and it is more useful than the comparison it replaces.
The Denominator Problem, Concretely
Instagram makes this unusually easy to see, because it publishes both quantities and states plainly that they differ. It defines views as "Views: The number of times your content was played or displayed." and then, for reels specifically, describes viewers as "For reels, viewers is the number of unique accounts that have seen your reel on screen at least once, whether or not your reel was played. Viewers is different from views, which may include multiple views of your reel by the same accounts."
Divide the same number of likes by views and by viewers and you get two different engagement rates for one video, on one platform, on the same afternoon. Neither is wrong. They are answers to different questions, and only one of them is the question you meant to ask.
Instagram also notes that "Note: These metrics are estimated and in-development." That is a reasonable caution to carry into any calculation built on top of them, and a good argument for treating small differences as noise.
Now extend that ambiguity across three platforms with three sets of conventions, and the idea of a single comparable engagement rate stops being a difficult measurement and starts being a category error. These are the parts of the fraction that move.

Why the Published Comparisons Disagree

Which interactions count. Whether the denominator is views or a reach figure. Whether the sample is business accounts or every account. What period it covers, and how the platforms happened to be counting during it. Change any one of those and the ranking between platforms can flip.
None of that makes such figures worthless. It makes them a description of a particular measurement, which is a much narrower claim than a fact about the platforms. Treating them as the latter is how a creator ends up abandoning a platform on the strength of an arithmetic artefact.

Compare a video to your own videos on the same platform. It sounds like a smaller question, and it is a far better one, because it holds constant every variable that makes cross-platform comparison unsound: the counting rules, the audience, the format, and the period.
